NEW YORK-Dr. Howard J. Brown, 50, former city health services administrator who made news by publicly announcing in 1973 that he was a homosexual, died here of a heart ailment. He was founder and board chairman of the National Gay Task Force, a civilrights clearinghouse for homosexual groups.
